Anne Arundel County Public Records Coverage
Maryland assigns each record set to a specific custodian. Access can mean a free index, an identity-controlled certificate order, an in-person file, or a copy produced after review. The table leads with the official route and the main limit, so a search does not stop at the wrong office.
| Record group | Keeper | Web route | Access or fallback |
|---|---|---|---|
| Deeds and liens | Circuit Court Clerk | MdLandRec; books begin in 1653 | Free account; clerk copies and certification |
| Court cases | Maryland Judiciary and court clerks | Case Search; Circuit criminal from 1989, civil from 1991 | Free summary; full file at the hearing court |
| Parcels and tax data | SDAT, county GIS and Finance | Address or account search | Free web tools and assessment-office terminal |
| Estates and wills | Register of Wills and Archives | Estate Search from 1998; older series indexes | Free docket; paid plain or certified copies |
| Vital events | MDH, county health office and Circuit Court | Historical indexes by period | Recent certificates require identity and eligibility |
| Police and detention | County Police and Detention Facilities | Topic-routed request forms | Online, mail, counter, or PIA review |
The Maryland Public Information Act opens existing state and local agency material unless another law or exemption controls. It does not turn every government file into an unrestricted name list. Adoption records, juvenile matters, sealed or shielded cases, protected identifiers, some investigatory material, motor-vehicle personal data, and confidential vital or voter fields can be withheld or redacted. A custodian must still release any reasonably separable open portion.
Anne Arundel County Land Records Since 1653
The Circuit Court Clerk performs the county recorder role. MdLandRec, a joint Judiciary and Maryland State Archives service, provides land documents after free registration. Plats are in Plats.net. The clerk counter remains the copy and certification source. Certification adds $5 per document; the separate $40 surcharge applies to instruments being recorded, not to a search.
Coverage is unusually deep. County Court land books run from 1653 through 1851, with an index from 1653 through 1839. Circuit grantor and grantee indexes cover 1839 through 1977, while other cataloged series include re-recording cards from 1970 through 2000 and plat indexes spanning much of the nineteenth and twentieth centuries. A grantor conveys an interest; a grantee receives it. Older spelling, handwriting, and name changes make several passes worthwhile.
The scale is also notable. The clerk reports processing about 100,000 land records, 75,000 legal documents, 8,000 business licenses, and 5,000 marriage licenses in a year. Those totals explain why a liber and folio, the book-and-page citation, are far more useful than a broad surname request.
Note: MdLandRec's authenticated live controls were not verified, so no field labels beyond the documented grantor, grantee, and citation concepts are assumed.
Anne Arundel County Court Records Online
The Maryland Judiciary Case Search and Record Portal supplies a free summary after the user accepts its terms. The integrated portal launched on March 14, 2026. Search modes include party name, full case number, advanced filters, and a separate judgments and liens route. Exact name matching is the default. For a partial first or last name, place a percent sign after at least the first character; it cannot lead a word or sit in the middle.
| Search control | Input | Required | Anne Arundel use |
|---|---|---|---|
| Last name or company | Text | Name route | Exact by default; a trailing % permits partial matching |
| First and middle name | Text | No | Narrows people with the same surname |
| Court system and county | Dropdowns | No | Select Circuit or District and Anne Arundel |
| Case type and filing date | Filters | No | Availability varies by court route |
| Case number | Text | Number route | Enter the complete number; dashes may be omitted |
Results may show the case number, party, birth date, party role, court, case type, status, filing date, and caption. They can export to CSV, Excel, or XML. Yet a docket, the chronological case-event list, is only a summary. The complete, authoritative file stays with the clerk where the case was heard. Courthouse kiosks may expose documents absent from the public web view, and some dismissed, acquitted, older stet, or specified cannabis outcomes can be absent online while still open at the counter.
Anne Arundel County Property Record Limits
SDAT Real Property Search begins with Anne Arundel County and either a street address or property account identifier. Maryland does not provide a general online search that accepts a person's name and returns every parcel owned. Owner name appears on the resulting parcel card, based on the last deed. A local assessment-office public terminal is the documented fallback when the web route is not enough.
A parcel card can include the owner and mailing address, premises address, legal description, map, grid, parcel, lot, values, improvements, transfers, deed references, exemptions, and tax-credit status. The owner's mailing address receives assessment notices; the premises or situs address identifies the physical parcel. They may differ and prove different facts. Neither proves who is present there now.
The county GIS hub adds parcel geometry, zoning, districts, development layers, and downloadable map data. Plats.net ties a subdivision or condominium citation to its drawing. County MUNIS tax bills and tax-sale lists add billing context, but a tax sale concerns a first lien and is not an instant transfer of title.
Anne Arundel County Vital Record Access
Recent birth and death certificates are controlled products, not open name indexes. The Anne Arundel County Department of Health issues eligible Maryland birth and death certificates by appointment. Statewide alternatives are the Maryland Vital Statistics Administration lobby, mail, and authorized online ordering. Marriage copies and divorce case files follow Circuit Court channels, while MDH offers marriage certificates and divorce verifications for supported years.
The official VSA fee and ordering page shows the current certificate types and delivery choices.
The captured page helps distinguish the base certificate price from internet processing and optional shipping charges before an order is submitted. State base fees are $10 for birth, $10 for the first death certificate in a transaction, and $12 for marriage or divorce verification. The county health office's local birth or death certificate price is $20, with its stated card fee.
Historical rules differ. Under State Government §9-1015, an Archives-held birth becomes unrestricted after 100 years and an Archives-held death after ten years. Archives-held marriage licenses and reports of absolute divorce or annulment are unrestricted. A recent certified birth copy remains limited by Health-General §4-217 to the named person and other authorized applicants with proof.
Anne Arundel County Custody Records Channels
County detention information has several routes. The county Public Safety service describes a locator for people currently committed to Jennifer Road Detention Center or Ordnance Road Correctional Center, including facility placement, future court dates, and bail information. Detention Facilities can also receive a topic-routed PIA request. VINE provides custody status and movement notifications, while the state DPSCS locator covers people in state custody.
The Maryland Sex Offender Registry offers official name and geographic searching with a strong warning about data limits and misuse.
The registry screen reinforces two key limits: listed information can change, and a fingerprint comparison is the definitive identity check. A registry result must not be used to threaten, injure, or harass anyone.
Anne Arundel County Police Records Requests
County Police Central Records accepts requests online, by mail, or in person. When no incident number is known, provide the date, exact place, incident type, and names of people involved. Tablets at the Millersville office offer an in-person submission channel. Available request categories include reports, CAD notes, 911 audio, photos, body-camera video, and CCTV, subject to retention rules and exemptions.
Published charges are $5 for a report or CAD record, $35 for archive retrieval, $25 for 911 audio, and $40 for body-camera or CCTV video. More than twenty pages adds 25 cents per page. Audio is retained for one year; CCTV is generally retained for about 30 days. Payment is due before release. Police acknowledge requests within ten business days and answer within a reasonable time, no later than 30 days.
Note: County Police does not release criminal-history-record information to private individuals; fingerprint-supported history requests belong with Maryland CJIS.

Three counters handle many requests that cannot be completed through a portal. Call ahead when the record may be restricted or stored off site. Office hours and intake cutoffs are not always the same.

Maryland PIA Time and Fees
The Maryland Public Information Act, General Provisions §4-101 et seq., allows any person to seek existing state or local agency records. An agency should produce a readily available record promptly. If work will take more than ten working days, the custodian should provide notice within that period with the reason, expected production time, and estimated fee range. The ordinary outside limit is 30 days.
Reasonable direct search, preparation, review, and duplication costs may be charged, but the first two hours of search and preparation are free. A requester can ask to inspect records, seek electronic delivery, request an estimate, and set a fee ceiling. The county portal offers choices to accept all fees, authorize a maximum, or use a stated agency exception when applicable.
- Custodian
- The office responsible for keeping and deciding access to a record.
- Index
- A finding aid or summary that points to a record; it is not always the record image.
- Certified copy
- A copy authenticated by the issuing clerk or agency, usually for an added fee.
- Exemption
- A legal ground that permits or requires withholding all or part of a record.
Anne Arundel County Records Privacy Boundaries
A PIA request cannot override a law written for a specific record. Courts control access to their own files. Vital certificates use health and Archives statutes. Purchased voter data is governed by Election Law §3-506. Protected personal details may be removed even when the rest of a file is released.
Maryland Safe at Home gives eligible survivors and threatened people a substitute address and mail forwarding for government interactions. Agencies generally accept that address unless a statute or approved waiver applies. A missing residence address may therefore reflect a valid safety protection, not an incomplete record.
Use records lawfully. Open access never permits stalking, threats, intimidation, or harassment. Verify identity and respect every redaction, sealed file, and protected address.
Request Anne Arundel Public Records
The Anne Arundel County PIA portal routes requests to elections, detention, police, fire, permits, planning, schools, public works, and other departments. Its form asks for contact details and a precise account of the existing material. Topic-specific fields may ask for an incident number, address, vehicle, or proof that the requester is a person in interest.
- Identify the custodian. Court, deed, vital, voter, and executive-agency materials follow different channels.
- Describe the record type, date span, names, address, and any case, account, incident, or document number.
- Choose inspection or a copy, request electronic delivery where useful, and ask for an estimate or set a fee cap.
- Keep the submission receipt. Respond to a request for proof of identity, authority, or clarification without widening the scope.
- If access is denied, read the cited law and consider the Public Access Ombudsman, PIA Compliance Board, or judicial review route.
A denial must be written within ten working days, identify the reason and legal authority, describe what was withheld without exposing protected content, and state the available review remedies. When redaction can separate open facts from protected ones, the open portion should still be supplied.
